The technology to do such things exists today and you can go to Arizona and see a RoamAD network in action doing just that along a highway.

3 years ago, the "dirty cheap" base stations were large boxes [not quite fork lift] costing NZ$10,000 installed on the roof of buildings in Auckland. Now, tiny little base stations available at retail for NZ$200 can do the job. 3 years ago, PCMCIA 802.11b cards were NZ$200. Now they are "free" with the notebook computer and are built into more and more mobile devices.

I think it will be a while before "any air interface" is ready.
