Lets be nice and say that was December 31, 2002. So that makes it 34 months ago - almost 3 years.

What have they been doing? Storing them with the suitcase nukes?

If Al Qaeda had these - they would be used. So either the report is false or the Chechen mafia sold them duds.

There have been no reports of aircraft anywhere shot down or crashed in conditions that would make an SA-18 strike likely.
