They're also trying to avoid Russian civilian casualties.
There are two reasons for that.

1) RuZZians don't give a shit about their children.

2) Ukraine doesn't want to upset their Western allies.
So dead Ukrainian kids are tragic, but dead Gazan kids are justified...got it.
