If Taiwan was an autonomous state it would be sovereign -- but it is not an autonomous state.

Any state that's government is not answerable to a higher government is an autonomous state by definition. Both the ROC and the PROC are not answerable to a higher government.

Both states make claims against the other but neither one actually controls the other. They both do consider themselves to be automous states, but they consider themselves to be automous states that have a right to the territory that is controled by ther other state.

"China" is not a state. The ROC and PROC are and neither one answers to the other.
