You've missed the whole point of the article. If it is true that AMD has been using smaller gates normally found in .13u transistors, then they have no headroom left. Not 30-40%, not 25%. Of course, we will soon see, since AMD is planning on launching .13u Athlons early next year. Don't be surprised if they can't reach 2.0GHz, though.
