Can't say. There are a lot of commuters around where I live. Many use trains, buses, car pools and the Metro at least part of the way into Washington. As it stands, they are just finishing a line in the Metro around where I grew up, even though the Metro as a whole began about 25 years ago, and there is no commuter train running through Annapolis, so my wife has to drive about 20 miles down the highway to get one. There is a bus from Annapolis to downtown, but it is inconvenient in several ways for her. Anyway, my impression is that the public transportation resources are already under some strain, and that there is a fair amount of carpooling, and that the residual commuters (in private cars all the way in, with one rider) are so not because they are wasteful per se, but because it is more economical for them personally, or fits their schedule better........
