Carl Von Clausewitz (On War) stated that the object of war is political. Paraphrased: You fight until your enemy agrees to think like you think. Once the enemy agrees with you, the fight is over and everyone goes home.

By this definition we won the war with Japan, but certainly lost in Viet Nam.

The first Gulf War was questionable. Saddam never agreed with our politics at the conclusion, just as the Germans never really agreed at the conclusion of the WWI. In each case there was simply a long rest and the fighting recommenced.

It is extremely difficult to force nations with dissimilar culture, history, language, etc. to think like you think or to agree with your politics. I supported President Bush's objectives in entering Gulf War 2 but still wonder if we can ever win, in the Von Clausewitz sense.
