It seems that imagination is in short supply for the writer.

The reason he is so angry is that Stansfield Turner gutted the CIA. It was part of Carter's hatred for them, and his belief that we were the problem in dealing with the Soviets. He should have learned how bad his judgement was when they invaded Afghanistan and the Iranian Mullahs crapped on him.

But Carter and Turner go on today believing that they could make piece with our enemies if they could only sit down with them. They never met a dictator or religous fanatic they didn't like.
