It surprises me though that they sell as many iPods as they do. Mostly to kids I think.

Kids, perhaps, but also:

iPods are less expensive and

they don't need a $^@#$@#! plan that sucks money out of your wallet (or purse as the case may be) on a monthly basis.

In addition,
The iPods are also smaller and being not linked to important things, are somewhat "disposable" -
now I know for many here this may be a foreign concept, and if so I hope it remains that way:
when you're going to be in certain less desirable places but would still like some semblance of civilization via the music that you like to hear, "loss" of the iPod would be less hurtful than "losing" an iPhone.
The iPod makes for a less attractive target for certain things in this world that are not nice.

Like big fish that eat cats.
