To seem rather than to be

The North Carolina motto is "To be rather than to seem." In my family, we've often joked that it should be the reverse. I've always thought that "To seem rather than to be" would be a good motto for the United Nations. Witness this lame awarding of the Nobel Peace Prize to the International Atomic Energy Agency (IAEA) and ElBaradei for being an advocate of nonproliferation. Sure, they advocate, but do they actually accomplish anything? Is there any evidence that the IAEA has stopped the proliferation of nuclear weapons anywhere? This seems like a triumph of rhetoric over reality.
