However great that speech was, again ; there is still some incompatibility between what he wishes and how he wants to achieve it.
It is obvious that there is a deal between Israel and Bush. The timetable of Powell trip give us the time limit the Israeli have to solve the kamikaze problem.

But Bush fails to say what will happen if his plan doesn't work and more suicide bombing resume a week later, a very probable scenario.
So, it is essentially a gambit.
Was there a better thing to do with all the Arabs and Euro shouting to the Is " hands off the kamikazes".
