And, despite agreement on the new UN resolution, countries
such as France, Germany and Russia, which opposed the war, have already said they will not provide
any more money. Worries about security in Iraq and the capacity of the economy to absorb large-scale
aid have prompted some potential donors to delay commitments.


Furthermore, when the US blew off the UN and went in alone, they went further and ridiculed and undermined the UN rather than work for consensus and reform in the UN. The UN IS the rest of the world and that performance is NOT forgotten.
If the US had taken a year if necessary to achieve solidarity, they could have had 1/2 a million troops and minimized the damage to Iraq infrastructure. I remember that just before they went in, France had said "give it another month" (inspections) and then we'll be receptive.

So.....three reasons for the world not wanting to chip in now.
1) The damage is excessive ($$$) because of US impatience and
2) Successful rebuild is doubtful (security)
3) The world is pissed at the US for all of the above.

How sad the global empathy for the US re 9/11 was squandered so badly. It was bad foreign relations of the first order. How bad? It can be measured in dollars. Many dollars.
