I think a far more important factor is that Catholic and most other private schools instill a sense of discipline and an expectation of respect in the students from a very early age.

In my opinion there were several factors that began to undermine the sense of discipline in public schools in the late 60's and early 70's. Not the least of which was the cessation of corporal punishment. Solomon had it right. punishment applied in close proximity, time wise to the offense has a very pronounced affect of reducing bad behavior before it gets out of hand.

Today, it is hard for teachers to teach because there are often a few disruptive students that take up far to much time and energy and it deprives the others that want to learn of the full attention they deserve.

The other factor associated with private school education is the expectation that students are there to learn and that their parents whether through scholarships or tuition payments expect the type of effort that will lead to accomplishment.

My parents (in their 70's) tutor underachieving students in a small Georgia school district. They say the level of parental involvement with these types of students is minimal at best. And that this factor is consistent across race and socio economic stratas.

I also have my feelings about the abolition of prayer in school. However, I will leave the subject with that.
