I've used it to judge job applicants at lunch. If they treat the wait staff and hosts like crap, they aren't likely to be very pleasant coworkers.

I'm very sensitive to tipping, having worked in food and bartending. If you can't leave at least a quick and dirty 15%, you shouldn't be eating out in the first place.
