Setting up a secure room is extremely expensive. When it come to black secret, black 101 has to be kept separate from black 102. It could be that different blacks use the room at different times and it's far less expensive to have multi use black room than many separate black rooms. Securing a laptop within a room is simpler than a system. The above is speculation.

A black 102 cannot be allowed to see the screen of a black 101 program, unless also cleared 101.
