That's silly. I never suggested Bush should not rely on Cheney. That's why he was picked, bad heart and all. Because he's loyal above all, because of his experience and he won't upstage Bush. But let's call a spade a spade. Cheney is the man most immediately behind Bush's developing diplomatic postures, moreso than Powell and definitely moreso than Rice. Rumsfeld and Cheney are the ones shaping foreign policy and security positions. Cheney is the one most directly behind the energy policy. Cheney's wife is the one who has the Ph.D and has written extensively about education. So on the key policy issues most immediately before this young administration, Cheney is the one whispering in Dubya's ear. Jeez, he meets daily with Bush, whereas Gore was lucky to get a weekly meeting with Clinton. And structurally, Texas has a weak governor. So at least temporarily Bush is out of his depth.
