A Tier2 depositor is someone who has an account in the bank but missed the initial cutoff to be eligible for stock (tier 1). Every bank is different depending on the allocation as you can see from ICBC the allocation stunk. A couple of thousand dollars in the account in most banks can almost guarantee you 1000 shares.
