As long as so many folks just tow the party line, then there isn't much incentive for the politicians to think outside their parties official lines. It's the parties that get them elected, not the voters as individuals.

Imagine a country of politically independent voters. Politicians would have to run and be reelected based on issues.

Republican/Democrat are just marketing brands, like Coke/Pepsi. As long as they have your loyalty, they really don't have to worry about quality. And the products from both are essentially the same.
