It is not that i want it to be separate and treat it differently than general funds for philosophical reasons, it is that it was set up to be separate. But I understand it is basically a ponzi scheme rather than a true insurance fund.

Taxes are about revenue to fund the government but they are also about the type of behavior that is desired - incentives. Deductions are created to encourage behavior - buy a house, give to charity, invest in X types of assets, etc.
I've indicated that I think the current system is far too complex and a simpler system is better - I would like a tax code that results in TurboTax going out of business because it is no longer needed. I think that is unrealistic but I would still like to see it.

Your note has some interesting ideas - I need to think about them more.
