That is an invalidate assumption though. A person is born into their parents' economical situation, and so it contradicts the second part of your statement:

...and that all of them can win if they have the opportunity?

IF they have the opportunity. IMO, it is government's responsibility to ENSURE that they have a solid opportunity.

That seems more to me like I am rewarding someone for failing.

I know it sounds like that on the surface, and I'm surprised nobody has mentioned this earlier, but it really isn't. I'm not saying the "winners" should give 1/2 their money to 1 or 2 others; I'm asking that they merely support a minimum standard where everyone is fed, clothed, and living w/ a roof over their head. I also expect educational/training opportunities for the "losers" so they can gain new skills and help contribute to our economy, and finally giving them real rewards. Food, shelter, healthcare, and education are hardly "rewards".
