Let's try this again...

The CEO of a company, that happens to build jails, is elected to the city council with the CEO then receiving between $20 and $30 million dollars for "early retirement" from his former company. The city council's agenda, lead by a new Mayor who also has connection to the same industry as the CEO, immediately calls for a review of crime policy and what areas need priority. This happens to take place in the midst of a record crime wave. Our former CEO happens to set the building of jails as top priority on the agenda. Is there a question of ethics, or conflict of interest, because in the midst of a reported crime wave, a now-former CEO of a company that constructs jails recommends priority funding for building jails?
