1) rich - goes to the best - "parties" and so knows about "FUNding"
2) while not a geek per se, he at least knows the internet isn't tubes
2) knows everyone in Washington, knows who is on which committee, know who runs which bureaucracy, knows which dark restaurants are in favor, and a lot of people owe him favors.

Favors are what makes the world go round in Washington DC.

Its not bad to have Gore on the board.
