It is not remarkable. Go back and read those stories. I’m not being disrespectful, but do read them carefully. You will not find a “quote” from any government official. And so no – you don’t have anything there which would stand up in a Court. If there is an “one the record” quote, I couldn’t find it. No report from CBO, or Congressional Research Service or Office of Management and Budget or GAO, or the Inspector Generals’ Office – nothing.

But again, let’s not get sidetracked. I agree there’s fraud. There is always fraud.

If its 20% its horrible. If its 2-4%, it’s normal (bad debt and fraud run that much on average in any consumer facing business).

But everyone has an agenda. The Grover Norquists of the world want you to believe its 20% because they want to make the Government small enough to “drown in a bathtub.” I certainly want to convince you that the fraud is far less. But at least I’m being honest in saying to you I can’t find authoritative support for a smaller number. But do recognize that that there also no authoritative support for the larger number. The 20% - to the best I can determine - is internet legend.
