And even if it is considered desirable, and it is allowed, it wouldn't have a lot of short to medium term benefits. Right now you have two different systems, with two different small collections of satellites, and incompatible receivers. You also have quite a few contracts for content that wouldn't all of the sudden go away just because of a merger.
