The U.S. Joint Chiefs of Staff cooked up exactly this sort of theory in 1962 when the had the hots to invade Cuba. It was called "Operation Northwoods". I thought you'd heard about it, eh?

It clearly is not beyond the capacity of some very paranoid strategic thinkers in the Pentagon to concoct an event like 9/11.

Today, those of us who don't find it far fetched that rogue sectors of the military-industrial complex are creating a secret government with a plan to take over the world's resources under the name of America cite various things like the writings of the neocons involved with PNAC, the Project for a New American Century, the use of the Office of Special Plans within the DoD to create a totally false pretense for attacking Iraq, and the various coverups of the events of 9/11 and the Iraq War as proof that things are, to say the least, not as they seem from White House press releases.
