They are all saying don't bother asking...or at least setting an expectation that maybe "the president should not ask".

I don't think they're saying that at all. In general, when important leaders make statements, I take those statements literally. He said, "As it stands now ...", which leaves plenty of wiggle room for the future.

This idea that Bush plans to go to war without assembling any kind of coalition seems like an unlikely scenario; while we could certainly do it, it really isn't necessary -- as Bush makes his case (which he has now begun to do), these foreign leaders will come around.
