Peter, Those that built, nurtured, and grew, business could not possibly be of the bureaucracy side of economics. Those that build businesses have may factors to consider that affects themselves, their employees, their customers, and the economy in general. What money that was created had to come from their efforts which did not include wasting a dime.

Bureaucrats are of a liberal nature from the beginning. Their goal is to make the citizens of a nation dependent on the government to provide for them. In the long run, that weakens the whole nation because too many people that could be productive decide that since the government is going to take care of them, there is not need for them to work to earn, pay taxes, and add to the gross product of the nation.

We are seeing that grow beyond reason right now. How many able bodied men have chosen to remain on welfare? What happens when they are the majority? I see the collapse of a nation under such a burden.
