Sending conflicting messages like that to the kid is not good for development. For example, The Kansas State Board of Education set guidelines for high school students to have passed a foreign language before they can graduate from high school. The school in question, Endeavor, indeed has Spanish and French classes in its curriculum and requires one or the other for graduation.

So the kid gets busted for speaking (at recess, not disrupting a classroom), even though the Principal acknowledges he did nothing wrong with regards to 'school policy'. In so many words, that is to say, just 'her' policy. It provides a terrible message to the kid about the value of rules and authority.
