The Florida Secretary of State said that the Florida vote would would be certified with or without all of the Florida counties and this is permissible. So, unless a judge grants an injunction (one has not been sought yet) not allowing the state to certified its vote without all counties, it appears that the Florida Secretary of State will certify the state's vote by the deadline Florida requires it to be done. So, unless a court grants an injunction preventing the state to certify its vote without certain counties, it would appear that the elctoral vote would go forward with Florida's electors.
