A while back I read some articles, I also discussed it with my daughter. My daughter is a Civil Structural engineer and has discussed it with other Professional engineers. My daughter was an officer in the COE. My daughter designs commercial structures.

The blame game is wasted emotion. The action game is who has the power to make decisions and the political power to get their decisions funded. Is there anyone in charge who is not stuck on the blame game.

Extortion of money from the blame game will make crooks rich. It may trickle some money to fix a few genuine problems. But it will look like the best thing since sliced bread.
