I think you're right.

It's going to be a really hard political sell to suggest that a simple levee fix without the accompanying coastal restoration is ultimately a waste of money. But I'm convinced it's a fact. It's after all a straightforward cost/benefit analysis, but one frought with political difficulties.

How do you tell lawmakers that the US as a whole, and NO, too, I guess, are both better off by not fixing levees if coastal restoration is not part of the deal?

There is a lawsuit pending against all the major oil companies to get them to pay up for a portion of the cost of restoring the coast. Their activites are responsible for a part of coastal erosion, but that case is presently going nowhere and I am not sure how good a case it is given the fact that all their activities are sanctioned by either the state or the feds.
