Your points are good ones, probably the best I've heard today.

I would definitely make a distinction between vacation homes and a city steeped in history which happens to have an enormous port attached to it, not to mention a large chemical and oil and gas industry in its vicinity.

But you're right, tough choices will have to be made. The insurance industry I suspect will drive them thanks to ever increasing insurance premiums for industry and individuals. The budget deficit if not controlled will also have its say.
