Actually, Intel's 15nm transistors run at 2.63THz at 0.8V (page 7 of this link).

AMD's run 25% faster, and for that they should be given a huge congratulations. However, there are still many unknowns at this point, like how they are going to get there for full production. I didn't see any new techniques from them like Intel's Terahertz transistors. Maybe AMD has all of Intel's benefits and more, but they haven't released anything to confirm that, yet.

Edit: I'd also like to throw in the point that a lot can change in 7-8 years (these transistors are supposed to show up in volume in 2009).
