Well, aside from the fact that Powell is no longer serving as a military officer, it has been the generals who have been most resistant of late to deploying our forces in harm's way. Before Powell retired from the Army, he was one of the loudest voices (though not publicly while he was still serving) against putting our forces at risk, preferring diplomatic solutions - almost to a fault. Your cold-war movie general image is out dated.
