Would kids lives be saved if the $190 million was spent?

The poster does not provide much in the way of information. Good enough for Democrats looking for something to be enraged about, but not enough info for people who are interested in solutions.

There does seem to be people who don't care if kids lives are being lost for the sake of profits.
