How much earlier does a bank announce they will file from actually physically doing it?? Where can you get this information??

Isn't Flatbush a very small bank, about 3 branches, it looks sort of like Atlantic liberty & Savings, they are offering less than 1 million shares and will trade on BB, how liquid is this, could you get out of a stock like this easily if say you had 5000 shares or so??? JUst curious..
