My personal opinion is that it defies common sense that the only person in the chain of command that could give that order is the president. Someone can correct me if I am wrong.

So why do both movies fall all over themselves to stress this point so much? It seems to me there is no desire to level with the people, to tell them the truth. It's like Wag the Dog. They chose their story and now they have to stick to it.
