It wasn't written as a history book, but it is a historical source. Any letter written in antiquity, for example, is a historical document from that period. Just because that document gets put into a Bible doesn't change that. So when you have letters written by Paul to various churches in the eastern Mediterranean roughly 20 years after Jesus' death and resurrection, those are a valid historical source. There are also non-biblical historical sources from the first century that mention Jesus as a historical person btw.
