I hope and pray that his representation of the old boy network in Washington is more fictional rather than based on his puzzle palace tour. Did you read the Auto Bio info at his site? He retired after 26 years and doesn't give his final rank. Leads me to believe he was passed over for Flag rank. Something must have happened to him. With a Admiral father and his track record, he should have made flag. The comments from other retired military at the site about his books indicates he was "right on."
