A hundred years ago, we split the poor into the "worthy" and the "unworthy." Nowadays, we are more sophisticated about it. We still have too many people getting by on welfare than can work.

Congress did an excellent job of splitting off a good group of them in 94. After all the screaming subsided, those people are now working. They had a second bunch ready to go in 98, and didn't pull the trigger. That is the group we need to get off welfare now.

Our biggest enemy in getting this done is the billion dollar welfare industry. The people with Social Science degrees who make their living tending the sores of the poor. They are the ones who make the most money from Congress's welfare largess.
