I just read about that. "Yet Another End-Run from the White House Remember Julie Myers? She was Bush's nominee to be Assistant Secretary of Homeland Security for Immigration and Customs Enforcement, whose confirmation was blocked by bipartisan agreement in the Senate. Myers has minimal immigration experience, and back in September I urged that her name be withdrawn from consideration in favor of a more qualified nominee. Well, today, in the most recent circumvention of normal procedure by the Bush Administration (even though this one's technically legal at least), the President today recess-appointed Myers to the post. Myers' name appears on a "Personnel Announcement" issued this evening by the White House listing today's recess appointments, which number an astounding seventeen total. Others include Gordon England to be Deputy Secretary of Defense, three Federal Election Commissioners, and two other assistant cabinet secretaries.
