No, that is not correct.

100x10 means that investors have bids in to buy 100 blocks
of 100 shares each at the bid price, and sellers are offering
10 blocks of 100 shares each. In other words, 10,000 shares bidding
to buy and 1000 shares offering to sell. Slightly bullish.

That said, it is only of interest in the very short term, such as the
next 10 minutes. The numbers change quickly, and more importantly, this does not indicate buyers and sellers above and below the bid/ask
price.
