99% of the goods Canada makes out of imported USA metal get shipped back to the USA, so who gets hurt?

USA can buy Australian steel and aluminum cheaper.

All the early trade arrangements between Canada and the US were arranged a long time ago.

Canada is not the same country that struck the original deals which were really bargains for Canada and disasters for USA.

"Australia exports aluminum to the United States. In 2023, Australia exported $606 million worth of aluminum articles to the US. While the US is a market for Australian aluminum, Canada is a much larger supplier of aluminum to the US, with almost 40.68% of US aluminum imports coming from Canada."
