The determinant, ostensibly, is whether the bill comes from the operating unit that is legally an Information services provider (such as an ISP), or a regulated telephone operating unit, such as an LEC or an Interexchange Carrier (alternately IEC or IXC, but these usually get confused with specific companies' symbols!). ISPs are exempt, for the moment, and regulated entities are not.
I'm curious to know which corporate identities QWST uses when issuing bills that (1) includes the access charges, and which identity it uses when (2) it serves as an ITSP, or Internet Telephony Service Provider, and does not pass along access charges.
Is it the same legal entity with the same corporate name in both instances? Or are they separate legal entities or subsidiaries whose charters differ along these lines, where one is a regulated telco and the other an exempt ITSP (or ISP)? Can you or anyone else here help me out with this one?
