That was something of a throwaway line to underline the "very wealthy" and libraries point.

As for the two enclaves, they actually do want library services; just don't want to pay for them. Because having a public library in town is the only way to get access to the countywide library system.

My own rather limited experience with the "very wealthy" (university trustee board, some of my middle brother's friends, and a few other opportunities) is that, generally, they are, as a category, quite tight with their money. Would use the library for books rather than buy, etc.

So what happens is that each enclave pays a fee to a neighboring library which gives them limited membership status in that library and limited access to the countywide system.

None of which addresses the issue of the common good and providing library resources for everyone.
