Taxes are always the money of those that pay them. Surplus or not. Government has proven that it has failed repeatedly to protect our money and to spend it wisely. They instead waste it, use it for re-election...and start new expensive programs while the month before saying that we are in trouble...and people like Kenneth and AS support this foolish position. Why? Because it will not be them paying for it.
