Flunking succeeds in Florida

Florida third graders retained because of low reading scores made substantially more progress in reading and math than comparable students who were promoted, concludes a Manhattan Institute analysis by Jay Greene and Marcus Winters.

Social promotion became the norm when a number of studies showed a higher failure and drop-out rate for students who'd been held back compared to similar students who were promoted. Greene and Winters suggest the old research is unreliable because the students weren't similar: When teachers use their discretion to decide who should be held back, they consider intangibles that go beyond race, gender, family income, and academic achievement.
