Caught a few minutes of a C-SPAN lecture from one of our pollsters last night. He was explaining why we have so few Congressional seats that are competitive and therefore why it is so hard to change Congress.

For you Foreigners, our Congressional seats are Geographical, and the boundaries are set by the State Legislatures, based on population. They attempt to set up as many safe seats for their party as they can, and minimize the number of seats for the opposition.

The irony of this, is that in making seats safe for their Congressmen, they make the rest safe for the opposition. They can't get out of this result when they load their safe party seats with people that vote for them. The remaining Congressional seats are then safe for the other party.

This results in situations like California, which has 15% of the Congressmen, a total of 52 seats, but this pollster said only one seat was really competitive.
