We need a bill that sets out parameters for an emergency. Congressional approval would be good, but not terribly timely in a world with ICBMs. Maybe just set limits for non-military emergencies. It can't be "Because I said so." Even if it gets thru Congress now (no way), Trump will veto it, so it can't happen B4 '29.
