It is not voluntary. The fear of violence and total financial ruin is enough to cause people to comply against their will. The IRS understands this. They would prefer to be quiet public servants but risk incurring the wrath of the citizenry to send an unmistakable message - mess with us and we will ruin your life and the life of your entire family. It is immoral but it works.
